Sky Dance Metropolitan District No. 1 and Sky Dance Metropolitan District No. 2 HB25-1219 Notice

Sky Dance Metropolitan District No. 1, formally known as Bowip Metropolitan District No. 1, and Sky Dance Metropolitan District No. 2, formally known as Bowip Metropolitan District No. 2 (individually a “District” and collectively the “Districts”), are Title 32 Special Districts that have been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, and safety protection improvements of the Districts, and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the respective First Amendment to the Service Plan for the Districts approved by the City Council of the City of Aurora on February 14, 2022, as they may be amended from time to time (the “Service Plan”).  The Districts’ name change was effective as of March 8, 2022.

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the Districts.  The Districts are located in the City of Aurora, Colorado  The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that the City of Aurora does not provide.

Each District individually may incur a maximum debt of $120,000,000.  Ad valorem property taxes, specific ownership taxes, and any other legally available moneys may be used to repay such debt.

The Districts may assess, as adjusted for statutory and legislative changes on or after January 1, 2004, a maximum mill levy of fifty (50) mills to repay such debt.  Once imposed, the Districts may only assess a debt mill levy for forty (40) years unless a majority of the Board of Directors are residents of the individual District and have voted in favor of a refunding of a part or all of the debt and such refunding will result in a net present value savings as set forth in Section 11-56- 101, C.R.S.; et seq.

The Districts must file an Annual Report to the Manager of the Office of Development Assistance in the Aurora City Manager’s Office, the Aurora County Clerk and Recorder, the Division of Local Government, and the State Auditor.

The Districts’ boundaries overlap with the boundaries of the City of Aurora, Adams Arapahoe 28J School District, Regional Transportation District, Urban Drainage and Flood Control District, Urban Drainage and Flood Control District South Platte, and Adams County.

Matters of an emergent nature do NOT include emergencies, which should be directed to the appropriate emergency personnel by contacting 9-1-1, or matters which can wait until regular business hours, which should be addressed via any of the methods available on the "Contact Us" page:
